you can put them before recording if you want, but most people track vox dry or with natural live room reverb and apply effects later.
Vocal FX include, but are in no way limited to: reverb, delay, pitch shifting, harmonizing, eq, etc. You can get weird with wahwah, distortion, filters, LFOs and any other effect you want. That's the beauty of the studio, and mixing is as much of an art as songwriting.
