Is my computer powerful enough?

Hi I am a total noob to recording and was hoping someone could help me out here. I have a tascam US-122 USB Audio/Midi Interface and cubase sx3. When i try to record a track I get a lot of static. I know it is not my cords because when i play straight through the interface it plays clean through the speakers. The static only happens when i am recording or turn the "monitor" on in cubase. I am wondering if my computer is not strong enough. I am running:

Windows Vista Home Premium SP1
AMD Turion 64x2 1.90GHz
2GB RAM
32 bit Operating System

The guys the local guitar shop told me I should buy a MAC from them because Vista is no good and I do not have enough CPU speed. I hope they are just trying to make a buck and are not correct...
