which one is good for vocal recording at a price of $100 to $200
that a give a professinal sound im tryin record vocals

You asked which one "mixer or pre-amp".

If you are only recording vocals and can monitor from your PC software (hearing what you are singing) then a pre-amp is a good option.

There are many many pre-amps around and if you list your computer spec it may be easier for somene to help.
