when gettin ready to record vocals what equipment should i use to record them

should the instrumental be louder than the vocals

im recording hip hop

You'll need a mic, and mic preamp, and quite likely a pair of headphones....
And you didn't mention a budget, so there's no way to suggest anything specific..................

And the key to any mix is balanced levels -- no one element stands out more than another unless it's the focal point of the song.
